Description of the change
Add a timeout to lp-propose-merge to let pmr do its thing. It will allow full automation of checkbox core snap releases.
Indeed the last step implied that the release branch was merged in master before rebasing core16.
Now with this new feature, the final job (i.e. s16) can be created in jenkins and triggered from snap-release-
