plainbox:session:resume: Save the mandatory job list along with session data

Since desired job list and mandatory job list are two distinct lists we have
to backup both when we save session data on disk.

That way when resuming a session we can still process pending mandatory jobs.

When new testplans are loaded, the session state is updated with the list
of mandatory jobs and the desired job list is immediately rebuilt to include
them.
