This proposal has been superseded by a proposal from 2019-08-20.
Commit message
Update Translation process and Translations 18082019.
* Move from ts to qm files to streamline the build processes. Stops us all doing the same thing.
* Remove functions from translation_utils we do not need and are hangover from the old pootle days.
* Add 2 bash scripts to upload and download changes using the Transiflex client (need admin to project and set up a token on your machine).
* Fix bugs in the code for on UTF-8 strings which stopped translations working.
* Couple of typos in the strings.
Description of the change
To generate and upload and then download now takes 30 seconds in total.
We will need to amend the build scripts but that will lead to less work.
When this lands I will revise the Wiki to hold the new process as the wiki is very wrong at present.
