UBUNTU: build/tests: New test infrastructure

Incorporated a new per-flavour test system. Scripts in debian/tests/ are
run for each flavour just before packaging. First script in place checks
module alias overlaps, but currently does not fail (it needs a table of
acceptable overlaps).
