Pare down list of "bugs to be filed" to things that have clear inputs

This checklist is very old and it's not clear nowadays what the sources
of most of these things are meant to be. I also don't think it should be
the release team's responsibility to file / target bugs for most of these.

If someone thinks we shouldn't cull this checklist, then please provide
details about what sources you think we should be using for this.
