settings: Fix eu-central-1 placement names

Correct placement options are eu-central-1[ab] and we had
eu-central-1[bc]. This was causing the 'all-zones' test to
fail for eu-central-1

* Added summary post execution of each instance
* Added 30 sec pause for reservation to complete on startup
