Set up put-server for current lab hack.

Until we have proper software support for pushing the power buttons
on phones, we are going to fix the puts-server to channel 2 and
not let it turn on/off.

improve session timeout logic

sessions can timeout and not get freed immediately. This can lead
to tying up access to the flukemeter.
