Description of the change

Switch to libnb-platfrom18-java version 19.
https://code.launchpad.net/~vpa1977/ubuntu/+source/libnb-platform18-java/+git/libnb-platform18-java/+merge/467641 needs to be merged first.

Changes:
 - compile visualvm with -source/-target
 - require netbeans platform 19

PPA: ppa:vpa1977/visualvm[1]

Testing:
 - rebuild reverse dependencies[1]
 - manual test with visualvm
   - profile tomcat application (pass)[2]
   - install all plugins [3]
     - VisualVM Coherence and VisualVM JFR Streaming are installed
