I like these changes, generally +1!

...just one thing. In the actually updated .json files, I don't see the checksums/sizes updating? Is that expected? The images are different than the .2 ones, right?

Focal .3 changes, along with some minor refresh script enhancements

This commit adds a bit more commentary to the script, so it's hopefully more
comprehensible for future maintainers, and adds a crude download progress
output (as particularly on slow connections it can be difficult to tell if the
script has stalled waiting on the network).

Finally, it also ensures the release_date field will never be pushed back by
the script, as tends to happen when the official release date is after the
actual file modification date on the server.
