checkbox-ng:commands:cli: make --new-ui default, add --old-ui

Given that --new-ui seems to work okay and is stable for production
let's switch to it as the default UI. The --new-ui option is still
supported but does nothing. There's a complementary --old-ui in case
anyone feels like running the old code.
