Fix bzr support not to treat non-bzr directories as broken bzr branches

The issue was with overload of the 'branch' variable which was both the module
imported from bzrlib namespace and the expected variable assigned in the code.
In the failure path the 'branch' would be associated with the module but this
tricked the code to think that all went fine.
