Introduce MirScreencastSpec

MirScreencastParameters is not opaque and modifying it to to add more screencast creation options would break client ABI.
Instead use a MirScreencastSpec similar to MirSurfaceSpec to specify existing and future options.

ClientLatency.throttled_input_rate_yields_lower_latency:
Lower the input event rate more so that even on a very slow CI machine
it will still be below the frame rate. This should avoid the spurious
failures of LP: #1554572, but unfortunately makes the test slightly less
