Description of the change

This change updates the rsyslog config to work around a bug in rsyslog that causes a previously usable stanza to cause a parse error.

Yep. Maybe if we're moving away from using utah for any baremetal stuff, we can go back to a vm console or something. We really did a lot of crazy witchcraft to get stuff working in cobbler.
