Fix default-
vm-s390x. xml for subiquity testing: * Explicitly set <boot dev='hd'/>, which utah will change to 'cdrom' at
install time

Fix subiquity testing on ppc64el:
* The virtio driver does not support empty cdrom drives; remove the drive
altogether for the post-install reboot (i.e. in final.xml). This will
be helpful on s390x too.
* Do no add a serial console. Subiquity starts in all the available consoles,
but the preseeded install actually runs only in the one that is initialized
first. This causes a race condition which makes monitoring the install
process more difficult. The console is useful to log the install process to
file, but subiquity's output is not meant to be dumped to file. The right
thing to do is to look at the install logs.

Two live-server test changes:
1. Use a newer way of specifying the public key that will be used to log in
2. Add a way to force a subiquity refresh to a specific channel via the
command line.
